Alphabetize Ticket Issue Types

Adding the ability to drag-and-drop Ticket Issue Types so we can alphabetize them as we add new items.

A few weeks back we added the ability to sort Ticket Issue Types in the Ticket Preferences!

    PLEASE add this functionality or at least allow a list of issue types to be copy & pasted into RepairShopr so we can make a list in a spreadsheet, order it in the spreadsheet and then paste that list into RepairShopr.
